After how much time we can sponsor family member in Saskatchewan? After 1 year of PR. Or just after 1 year of any permanent stay (work permit ) stay also considered.please guide me.

You can't sponsor a family member through PNP. You can support their application, which gives them some more points, but they still need to meet all of the work experience/education/language/etc. requirement.
The requirement does not specify that you must be a PR for a year, only that that you must have one year of residency. Call SINP if you want to be sure.
