I would like to Immigrat to canada but some people are telling that IT experience with Electrical degree will not be qualified for FSW in one of the computer related NOC of canada.

Is it true?

This is definitely not true. Generally education and work experience are asseessed independently. You must meet minimum educational criteria as well as minimum work experience criteria but they do not interfere each other.

First, those are employment requirements in Canada.
Second, "usually" doesn't mean "always"
And finally, note "related" word in the description. It's all about how "related" to Computer Science is your "Electrical and electronics Engineering".

To me it seems like you have sufficient IT experience to be qualified under this NOC. You can also attach additional supporting documents such as IT-related professional certificates issued by vendors to convince CIO you have got required skills.
