I was calculating my CRS score and came across this question?

Do you have a Certificate of Qualification issued by a Canadian Province or Territory (excluding Quebec and Nunavut)?

What should be the answer to this question? Yes or No

A little background:
- In order to be eligible to become a professional Engineers License, one must work under a Professional Engineer (P.Eng) for 48 months (via EIT program). I am currently registered in this EIT program. I am working currently under the P. Eng and my job title is Logistics Engineer (E.I.T)
http://www.peo.on.ca/index.php/ci_id/2064/la_id/1.htm

-If I put the answer as "No." my crs is 463 (current score in express entry)
-If I put the answer as "Yes" my crs is 532 (I wish)

Anyone cares to provide some insight on my situation?
