A person has a lifetime bar from entering the United States. Does it affect any chances for Canada PR?

It most likely will. It is demanded to disclose it in your application and it is generally advised to do so, they'll see your inadmissibility to US either way. If you're sure that you can spin the story in your favor - do it, but with complex cases IMO it's better to hire a lawyer, otherwise your chances of getting a PR is greatly reduced.

Depends on the reason for the lifetime bar.

You will need to make sure you declare this in your application to Canada.
