EE with Working Holiday work experience

Hey all,

my friend's working holiday visa expires next spring and she's currently not working in a position that's qualifies for EE work experience.

I have 3 questions for you:

1. Which stream should she apply under? FSW? She's currently in Canada looking for full-time work.
2. Where can I find more information eligible NOCs for her stream?
3. In order to apply under EE, we need one year of full-time, qualifying and continuous work experience, correct? We already know her working holiday visa will expire before she she's able to accumulate one year of qualifying work experience. What are her options? LMIA from employer? It would cost the employer $1,000 as the LMIA is not supporting her EE application, but necessary to have her remain in the country and get her required hours in.

If she qualifies for express entry, the system will tell her which stream. It does not appear she will qualify for CEC, and unless she has at least 1 year of skilled work experience outside Canada and can meet the requirements of the Federal Skilled Worker stream (2 years experience under the Federal Skilled Trades program), she won't qualify to apply under express entry.

2. Where can I find more information eligible NOCs for her stream?

All NOCs that are "skilled" (Level O, A, or B) are eligible for express entry.

For the FSW program, the work experience must be continuous, yes, but there are other criteria as well.

For FSW -

Depending on what country she's from, she may be able to apply for another WHV. Other than that, if her employer is willing to apply for the LMIA, that would be a good thing, as she might then be eligible for an extra 600 points (and be assured of an invitation to apply under express entry). But it won't matter if the job is not skilled.

Just to clarify: the FSW stream is only for applicants who have already acquired a minimum of skilled work experience outside of Canada?

She does not qualify for CEC EE and she's from a country that doesn't extend WHVs.

Can she take this route?:
Her employer applies for an LMIA, she acquires one year of skilled work experience, she creates an EE profile backed with the same LMIA and most likely receives an ITA later down the road.
