EE PNP bridging work permit with employment restriction

I have a quick question when filling the questionaire to apply for a work permit: for this question:

Are you
A) a spouse, common-law partner or dependent child of a foreign worker who holds a valid work permit or is approved for a work permit. Not all family members of workers are eligible. Check if you are eligible to apply for an open work permit;
B) a person who holds a temporary resident permit that is valid for 6 months or more;
C) a person who applied for permanent residence to an office in-Canada and was determined to be eligible for permanent resident status (first stage approval); or
D) a person who applied for permanent residence in a program under Express Entry and is applying for a bridging open work permit
It seems for [C], I should choose YES, cuz I submitted my PR application last year, and it passed medical/biometric/eligibility, and now the background check is in process. the program is Express Entry (Provicial Nomination Program), however my nomination has employment restriction, so I can not apply for BOWP, and I am eligible for a T13 closed work permit.

I am living in canada, and submitted the PR application online, and received AOR, should I answer this question (matches option [C]) as YES?
However, if answer YES, it will direct me to "Open work permit" (need to pay open work permit fee), and i get no entry to upload my nomination letter and work support letter?

May I know what should I do for this? thank you !
