You can leave Canada, no delay. So did you have PR and did you renounce it. You don’t lose PR.

not enough physical days have spent inside Canada with in last 5 years. so it was non renewable
But you can’t just apply for PR again. You don’t lose PR status even if you don’t meet residency requirements. You have to renounce your PR first. Did you renounce your PR? There is paperwork and a review involved.

Have applied for Temp Travel document in August 2018. received a letter from IRCC saying that, since I have not fulfilled the residency obligation under section(28)(2)(a) with in last 5 years period ( 730 physical days) . Therefore they can't issue a travel document and I had 60 days to appeal to IRCC appeal division. If I don't file appeal than my PR stands cancelled automatically and i am not allowed to enter Canada on PR status. than i have to go through entire cycle again to enter.
Than only i have made arranged employment and created EE FSW profile and received ITA( OCT 2021) finished all formalities (medical and BIO feb 2021) landed inside Canada on close work permit in November 2021. Its been almost16 months since AOR. In-between i have been asked for RCMP criminal check last year, after 10 months i have been asked for FBI clearance in Nov 2021. I have submitted all on time. medical expired....

OP is here on a work permit already (per their first post). So that means the OP officially lost their PR status already. A work permit won't be issued if someone is still a PR.
