How may this benefit candidates?
From the outset and for some time to come, CIC expects that a significant proportion of invitations to apply for Canadian permanent residence will be issued to people without job offers from Canadian employers. This is because the job matching facility for Canadian employers is unlikely to be in place for a number of months, yet the government of Canada aims to admit approximately 180,000 new immigrants in 2015 through the economic immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, the Canadian Experience Class, and the Provincial Nominee Programs.

Another thing that's pointing to this is that the supposed 10-business day, free LMIAs that employers are supposed to be able to apply for to support an EE application are not documented anywhere, only mentioned by CIC but on the ESDC site there is no information about EE or how an employer obtains an LMIA to support someone's application.

If the Job Bank integration isn't complete and also employers have to wait a couple of months to obtain LMIAs then it's perfectly understandable that in the first few draws they would have to be accepting people without LMIA-approved job offers. Seeing as many candidates already in Canada have jobs but just don't have an LMIA to go with it.

That means people with less points, out of 600 right? But to gain high points for 1200 and to get 600 we have 3 options either through Arranged Employment or Canadian Job Offer or PNP nomination. So this draw ONLY excludes people with job offers or people with any of the other two options??

We have no idea how the draw will work, but from everything we can read about the process they will simply say how many people will be issued ITAs, take a snapshot of the pool, and invite that many people from the top down.

To get the additional 600 points you will need either a job offer that is supported by an LMIA or PNP nomination.

That's what my employer's asking me about. He learned about this no fee Lmia but couldn't find the process anywhere on the CIC website. Does he need to apply it as regular Lmia, there's no certain procedures for employers to follow.

I'm afraid I don't know, I was wondering the same thing.

From my understanding LMIAs are managed by ESDC not CIC, but there is nothing mentioning these LMIAs on ESDC's website, so I'm assuming CIC are advertising the fact that for EE people can apply for them but ESDC haven't sorted them out yet.

Well even if they pick someone with no job offer, they still shortlist the top scorers one way or the other. It may not be like they only calculate the first 600 points and take from that list.....right? ::)

No they pick from the overall score, but with people having issues getting their PNP recognized and also these issues with LMIAs then it's more likely that people with just their base points will get selected.
