EE biometrics submission before or after ITA?

I currently reside and work legally in the US but am not a US citizen. I wanted to find out if it is possible to submit biometrics before you receive an ITA or do you have to wait on ITA to submit biometrics? Also, where in the US can one submit biometrics?

You have to not only wait for an ITA, but also submit your application, get an AOR and wait for around 30 days until you get a biometrics instruction letter.

Once you have the letter, you can do your biometrics in one of the USCIS visa offices
