Friends, I did civil draft's man for government technical school (ITI), where should I register for Educational Credential, its NOC 2253, and how much point I will get for this education

For an ECA I'd advise WES: http://www.wes.org/ca/fswp/

I'm not sure how many points you'd get I'm afraid, that would be based off what WES evaluate the Canadian equivalent as.
