Ques: If i'm claiming points for my Master's qualification (Canadian master's) under FSW , do i still need to get educational assessment for my foreign bachelors?

Even though there is another post with the same question but that post is couple of years old, and what with all the express changes to canadian immigration rules, Just thought it would be nice to know if someone had gone through with the same experience recently? :)

1. No, if you obtained your Master's in Canada, then you don't require ECA

Education

You must have:

a Canadian secondary (high school) or post-secondary certificate, diploma or degree, or
an Educational Credential Assessment (ECA) report from an agency approved by CIC to show your foreign education is equal to Canadian education standards.

If suppose I have a Masters Degree from Canada and Bachelors Degree from some other country do I still need to get Educational Credential Assessment?
Secondly I did my Masters in Canada from September 2005 - April 2007. My Degree was given in July 2007.
Does this count as two years of post secondary education?

Will I get extra EE points for my technical high school credential assessment (electrical engineering technician) if I have Canadian education (mechanical engineering technologies)?
Will I get at least 28 extra points for high school credential?

I don't want spend 200 points if I don't any points. Please help!!!!!!
