I am considering using "Comparative Education Service: University of Toronto School of Continuing Studies" as my ECA.
I have graduation diploma (4 years - 8 semesters, 240 ECTS) and a master diploma (1 year - 2 semesters, 300 ECTS).
Question 1: Do I need to make assessment for both diplomas, they are achieved in the same university?
Question 2: Do I need to use both of this assessments, and what's the difference (http://learn.utoronto.ca/international-professionals/comparative-education-service-ces/ces-application-forms):

Question 3: In the application form http://learn.utoronto.ca/wp-content/uploads/2013/04/CES-Application-Form-FSWP-Post-Secondary-Education-Assessment-Form-I-PS-v-12.pdf there is statement:
"Arranged to have official academic records/transcripts/statement of marks mailed directly from each educational institution
listed on this CES application form."
What if my institution doesn't want to comply with this. When I finished the university, I received official transcript with all the subjects and grades, another official transcript with the name of the study program and the title I received, and official diploma. All of this documents have seals and signatures.
When I went to the university office, they told me that they issued those officials documents for me, I can request copy of those documents, but they will give them to me in person, it's not university practice to send them via mail an address that the requester provided.
While I don't know whats the practice in other countries, but me coming from no so much developed country and having finished in state university, this is the reality.
Any help, suggestions.
