Does a Master in Commerce and Marketing from a Spanish University (Spain) of 8 months in length (70 credits) count ?

yes, but in an accumulated way.

for example, if u had a total of 16 year and 4 months study b4 the masters & ur highest qualification b4 the masters was an Hons. degree; u have studied full time for 8 motnhs for the masters, fully competed this masters degree course, passed all the exams & got the certificate from the university; then ur education years will be = 16 years 4 motnhs + 8 months = 17 years & ur highest qualiofication= Masters.

if the above are correct, u will get 25 points for education

You will only get points for the Bachelor, and if it took 14+ years 20 points.

I'm not worried about the points but in the initial application form, How many years educational experience I should mention?

Once again, I have Bachelors' degree (3 Years)+ Post Graduate Diploma (1 Year)+ Post Graduate Diploma (2 years).

I have mentioned 18 years under total years of education in IMM appilcation form, so can you please advise me.

20 either way, BA with 15 years or 2 year diploma with 14 years. Just add up the years, Just because it took someone 23 years or so to get a bachelor, if the normal time frame in their country is 15 years the max point is 20. A person could have diploma after diploma after diploma. The years will be counted separately.
