In fact you rather include all your education supporting documents, thus of course use both.
In education section in an application education Documents are uploaded in one pdf also once you reach that point enclose IELTS TRF along with the ECAs and transcripts, unlike work experience where you have to upload a pdf file for each position you mentioned.
I did not understand this, if you could please elaborate. I have got the bachelor degree evaluation through WES. And received the report. But Masters degree WES doesn’t evaluate and hence I applied in ICAS.
But ICAS states 30 weeks processing time. It means till august I would have to wait, which is too long. Please suggest what do I do now. I do not qualify for express entry. Should I go ahead with PNP? How long will it take ?

In your post you stated that your Masters was evaluated by other entity than WES which is totally fine.
Now it seems your evaluation is yet in progress, so what you can do in meanwhile is apply for PNP untill your evaluation is done. No attachments is required now though you cannot claim Masters degree points at all.
Which stream are eligible for if you aren’t going through EE? Do you have a job offer or studied in Ontario.
