Education assessment

I am an Indian with a bachelor's degree in business administration and a master's in business administration from PES University Bangalore an autonomous college.

I want to get it evaluated so can anyone suggest which is best WES or University of Toronto?

sorry but WES won’t give master equivalency for Indian education until they’re from IIM/IIT. They’ll evaluate it as one year post graduate diploma and you can claim point for two and more degree.
You need to search for other option. IQAS was good for giving master to MBA.
CES and ICAS, ICES are other option, please search intensively before applying.
