ECA - what is the meaning of "apostille"?

Hello everybody,
I have searched on the forum something related to my issue but I haven't found anything. Therefore I have opened this new topic.

I am a romanian citizen and at this moment I am preparing my file to apply for residence in Canada under the Federal Skilled Worker Program.

One of the mandatory documents I have to submit is a credential evaluation of my study document and the organization I have chosen to send my document to is World Education Services.

On their site it is writting as follows "Please have all academic documents verified by apostille through the National Centre for Recognition and Equivalence of Diplomas (CNRED)." , however in romanian the word "apostille" refers to the certification provided under the Hague Convention of 1961. Canada is not a member of this convention, therefore, what kind of "apostille"/visa is required to prove the authenticity of my degree?

According to my understanding, the degree has to be certified (by a stamp, visa) by the National Centre for Equivalence and Recognition of Diplomas from Romania and after that the same study document has to be super-legalised by the Minister of Foreign Affairs.

Can someone please tell me if my understanding is correct?

Apostille is a certificate which verifies and confirms the seal and signature of person who authenticates the document. There are designated authorities in every country to issue apostille certificates or legalization.

Apostilles are commonly issued for various documents related to adoption cases, for commercial documents, for educational documents and for court records, land records, school documents and patent applications.

Not all countries can issue apostille, but only the countries who had signed 'Hague agreement for abolishing the need for public documents'. Once apostille is obtained, it is automatically considered 'valid' and 'acceptable' in all the 98 hague convention countries.
The following are considered as public deeds within the meaning of that Hague Convention:
· Any document issued by an authority or by an official covered by a jurisdiction of the State, including those coming from the public prosecutor, a clerk of the court or a bailiff;
· Administrative documents such as deeds from the public records office;
· Notarial deeds;
· Official declarations such as references of registration, visas for a set date and certifications of signature, applied to private agreements.

Hello and thank you for your answer however it still doesn't clarify my problem.

Canada has not signed the Hague Convention from 1961, then, what kind of apostille is Canada asking for? To be noted that this certification provided under the Hague Convention can be issued by a different authorities than the one that just validates the authenticity of a document via a stamp.

In the end, if I validate my study document with an apostille under the Hague Convention, will Canada recognize it considering that Canada has not signed the Convention??

I'm not from Romania, but I think that validation from the CNRED is what you need. WES trusts that CNRED authentication and then declares that your degree/qualifications are equivalent to the Canadian counterparts. The CIC just blindly trusts whatever WES says, so you don't have to bother about the CIC.

WES basically wants to get authentic documents, not certifications under the Hague Convention. If you want to save time, don't wait for the WES to respond. Just get the validation from the CNRED, and see what the WES says.

1- Should we send the original docs ?
2- Will the equivalation be 1:1 . For example I have a Bachelor and a Master degree. Will the equivalent be Master in Canda too ?

Hello,

You should send to WES the original documents with apostille and copy of translations, if your study degree are not in english or in French.
The original documents will be sent back to you,don't worry.

I don't know if the equivalation will be 1:1 (but it seems so).
What I can say, from my experience, is that for my romanian Bachelor's Degree of 5 years the canadian equivalance is same, Bachelor's degree, but for 4 years.

Hey guys,
as the one who faced almost the same requirements from WES I can tell you that:

1. You need to get your diploma/diploma supplement verified by a authorized body specific for your country.

2. You need to translate verified documents into English by an certified translator, who confirm the accuracy of translation by his/hers signature and a seal.

2. Send it WES along with your original diplomas (if WES wants originals)

That's all.
