ECA / Student in Canada / Graduation from India

Hope you are in good health!

Please find below the details of my brother:

1) Graduated from Delhi University in 2019.

2) In January of 2020, enrolled in 1 year certificate course, which he passed.

3) In January of 2021, enrolled in another 1 year certificate course, which he is currently pursuing.


My query is:

At the time of applying for PR (eventually), do we need to get ECA for graduation from Delhi University OR only Canadian Diploma (s) will suffice to claim points for "Two or more certificates, diplomas, or degrees wherein one must be for a program of three or more years." ??


PS
I understand that the Canadian study doesn't require ECA.

If the Canadian education alone can get you points for Two or more certificates, diplomas, or degrees wherein one must be for a program of three or more years then you do not need ECA.

However, since to clim points for two or more certificates...... one of the degree should be of three years of more, which is only the one from Delhi University, you will have to get an eCA for that.
