Our Education Credential Assessment Application reviewed for completeness and placed in queue for assessment on 09/28/2015. Now it's almost 6 months. I just want to know,
1. Is it normal to take that time?
2. How long It'll take time to process?

If you are referring to ECA by World Education Services (WES), if they have all the educational documents, they should not take more than 20 business days to complete the evaluation.

20 days TAT is mentioned on their website too.

If there is a delay it's most likely must be for want of documents that either you or your university sent (or did not send) them. Write to them immediately for clarification.

NO...We forward it to ICAS (International Credential Assessment Service of Canada)

ICAS takes up to 6 months. It does say so on the website. We are waiting nearly 6 months as well.

In that case you should have opted for WES because they complete most evaluation in 20 to 3 weeks max, unless WES website clearly states that they don't evaluate your qualification.

WES doesn't do Trades that's why we sent to ICAS. I sent mine to WES and I had the report back in two weeks.

I submitted my docs to ICAS in march last year and received the ECA report on 22nd Sep 2015.
Therefore, i'd say wait, they dont process before 6-7 months of submission of the application:
