ECA report and Size of envelope

Hi all,

1. Do i need to attach original ECA report or just a photo copy of it????

2. My document list have bulged to 70 pages, which cannot be fitted into single 9" X 12" envelope. Can I use a bigger envelope (10" X 16") or divide the documents into 3 (9" X 12") envelopes.
