One of my friend is having overall 7 years of experience in IT industry and working as Solution Architect.

He has done BA correspondence (3 years) and have MBA degree in IT (2 years) from distant learning. Also his credentials hasn't done yet.

My doubt is -

1.What will be the highest level of education in terms of Canadian degree, diploma or certificate?
2.Will the experience be valid as the experience doesn't matches with the education?

As per my knowledge after evaluation from WES your education will be 3 or 4 Year Bachelor degree.

Your work experience doesnt have to match your education so ther shouldnt be any issues there. Ther are many people who end up working in different fields fom their studies.

What the highest level of education is and whether it will be counted as a bachelors or masters degree will depend mainly on which country and university the degree is from. Sad as it is but not all countries are treated equally when it comes to educational equivalency.
