ECA for Indian Secondary school(CBSE) from WES

Hi There, I have my Grade 12 Education certification from CBSE(Central Board of Secondary Education). It's from an Indian institute.

My Situation:- I have all the all the certificates with me in Canada.

Problem:- How to submit:- This is what they are asking me to do:-

Arrange for the document to be sent directly to WES by the appropriate Examination Board.
- OR -
If the document is given to you to forward to WES, it must be attested & dated and placed in an official sealed envelope that is signed or stamped across the back flap by the appropriate authentication officer at the Examination Board. If the envelope has been opened or there is no stamp or signature across the back flap, the document will not be accepted by WES.

They are asking me to ask someone to go to Delhi(India) and arrange an international package even if i have all the documents with me.

What should i do? Please help.

(1) Your signature says you are already a PR. Why do you need an ECA then?

(2) Do you have any higher education? If so, high school certificates do not need to be evaluated.

1: - I have no idea what signature defines what. I just happened to enter my landing info. I'm not Permanent Resident Yet.
2: - I have Grade 12 Education from India. I don't have any further education from any Indian institute. After that, i have two years of Diploma from a Canadian College.
