ECA for express entry

Hello

I am about to apply for ECA but I have few questions.

1. I have bachelors (4 years) from India and PGDiploma (1 year) from UK. So do I need to evaluate both or PGDiploma will work? Any idea how long it takes?
2. My wife has bachelors (3 years) from India, does she need to get ECA done if I want her in?
