ECA for CA, ICWA degrees from India

Need information about ECA for CA, ICWA degrees from India. Is it also need to be done thru WES? Or is there any other age.ncy which assess CA, ICWA degree?

My agent was considering my B.Com and MBA qualification for ECA. But not ICWA degree??
