I am holding a master's degree and am about to start my PR process, Should I get my Bachelor's evaluation as well or it is required to do the highest qualification only??

Depends on which country your Master's degree is from and which assessing body you are doing your ECA.

India- (M.Tech), Spouse (M.Com)

In your case M.tech is enough for WES. however for your spouse, you should send both Bachelors and Masters.
