ECA Evaluation Report interpretation

Hi,

Seeking for clarification.

I received an evaluation report from WES with Canadian Equivalency Summary of:
College-level certificate (one year) and diploma (three years)

is this the same below in CRS level of education?
Two or more certificates, diplomas, or degrees. One must be for a program of three or more years


My wife got:
diploma (three years)

Is it interpreted as:
Two-year program at a university, college, trade or technical in school, or other institute
or
Bachelor's degree OR a three or more year program at a university, college, trade or technical school, or other institute

It would seem to be "a three or more year program at a university, college, trade or technical school, or other institute".
