I have claimed CRS points only for my Masters degree and I have a WES ECA for that. Basically I have only entered my MAsters Degree details in the profile. Does CIC require bachelors degree ECA as well in that case?

If you have claimed only your masters degree and have NOT been awarded any points for your bachelors then you do not need an ECA for it.

how can one tell if they have been awarded points for both Masters AND Bachelors? I have received 126 points for education, which is the max for Masters level with spouse.

You don't need an ECA for Bachelors. Only your highest degree counts.
