E buisness/side income on LMIA close work permit

Hi ,
My brother came to Vancouver 2 months ago on closed work permit LMIA from India. He wants to start some side income in free time like e-commerce or some other.

Is it ok ??
If yes , please suggest income options.

He cannot do any business activities within Canada with Canadian clients/customers. Any work must be remote with a company outside Canada with no Canadian clients/offices.
