1. Parents had Multi-entry visitor visa which got expired
2. With new passports, applied another multi-entry visitor visa - issued and also travelled twice on new visa
3. After couple of years (last month), applied Super Visa (there is only 1 option now "Visitor Visa or Super Visa"), with 8 months of potential travel plan, with invitiation letter, with finance documents, with medical insurance, without medical tests
3. Recieved passport requests without medical requests (No medical was done in last 2 years)
4. Got doubtful and filled web form, but no luck on reply. Called CIC customer service. They said its regular visitor visa and sent the same instructions to apply for super visa. Not sure, why they would issue a new visitor visa when existing visitor visa is still valid.

Thinking to do following
1. Submit web form to withdraw current visitor visa application
2. Re-apply with the same documents but with travel plan of 1 year, clearly states in prupose of travel that wants to apply for a Super visa and already have a visitor visa.
Please suggest

Can you clarify what your status is in Canada and where you live based on previous posts. How much time have your parents spent in Canada over the past few years? What ties do they have to their home country? It appears at least 2 children are living in the US or Canada? What is their country of citizsnship? Do they live in their home country?

Thank you for your response
Parents’ citizenship - India
Time spent in Canada - in past 7 years - 6 months X 3 time + 1 year once (6 moths + 6 months extenstion)

Ties in home country - Have house, agricultural land , bank accounts, siblings etc

1st child - Canadian Citizen , USA green card. Used to live in Canada and invited for Visitor visa#1 and #2 after 1st one was expired. Very first Canada Visa was also issued from USA and second was issued from India. 1st child lives in USA now. Parents are now in USA on visitor visa and we applied current visa application in question from USA.

2nd child -lives in Canada as permanent resident. This child invited for Super visa (current application) which got processed as duplicate visitor visa

3rd child - lives in canada on work permit

Plan was, once they get Super visa, they will probably go to home country spend a month or two before coming back to Canada
We could have applied Super Visa from home country but as they are staying 5 months in USA, thought of using the time while they are here in USA . Also applications get really fast processed in USA. Current visa applications in question got approved in 1 week.

How much time are they spending outside of India every year? It appears as though they may be alternating between US and Canada with minimal time spent in India.

They are spending more than 6 months in India every year except 2020 Covid year.
This is actually first year switching between USA and Canada because of second and third child’s move to Canada in 2024 . Till 2024, it was either USA-India travel or Canada-India travel because of 1st child’s move between USA - Canada - USA. Never both because 2nd and 3rd children were in India till 2024.
Till 2014 - no travel
2014- 2018 - 5 months USA + 7 months India every year
2019 - 6 months India , 6 months Canada
2020- 1 year Canada because of Covid travel restrictions
2021- 6 months India, 6 months Canada
2022- no travel . Whole year in India
2023- 6 months India + 6 months Canada
2024 - 1 month USA + 6 months India + 5 months Canada
2025 - 2 months in USA so far

Tough to say what is going on. Could be an error but also could be concern that why have lost their tie to India and are applying from the US so concern they will not return home.

Can you please suggest if I am thinking in right direction to withdraw current application and reapply clearly stating need super visa in purpose of travel?

Order GCMS notes to see if there is a clue of why you were not considers for a supervisa.
