You wouldn't be applying for the TRV - your spouse in India would, and typically non-visa-exempt nationals applying for permission to travel to Canada when they have a spouse there, and an application in process for permanent residence, are denied because - by virtue of having already applied for permanent status (coupled with having a spouse in Canada) - they are unable to demonstrate that their intent is only to stay temporarily, or that they will go back home again if their PR application is not approved. It's only if there are STRONG ties to home - property, a job they have to go back to, children left behind, etc., - that there's a slim chance of being allowed to come.
