My wife, who's the accompanying applicant, has dual citizenships from Turkey and Bulgaria. She hasn't lived for more than a month in total in Bulgaria in the last 10 years. We've got a PCC from Turkey but getting the document from Bulgaria is a real pain. Been to consulate and they did not provide anything but a Bulgarian receipt showing the payment has been made for application of the document. They cannot guarentee a result will come at all and don't even provide a date when the result may come.
So my question is do I still need to provide a PCC for Bulgaria? Or should I just explain this situation in LOE and hope for the best?
