My 13 and 14 year old children were born in the USA to a US citizen (me) and a British-born naturalized Canadian Citizen (their mother). They have lived all their lives in the US. Their mother has moved to Manitoba and they will be moving to Manitoba with her in 4 weeks. I will be transporting them across a land border into Ontario to fly to Winnipeg. Their birth certificates do not reference Canada at all, but their mother states that the only documentation I will need at the border is their birth certificates and our divorce decree, which states that she has permission to move them to Canada.

When I tell the border agent they are Immigrating to Canada, will they be allowed entrance?

She should have applied for proof of citizenship for children. See: http://www.cic.gc.ca/english/citizenship/proof.asp Honestly I think that you will have a problem at the border. It is quite likely though that they may be admitted and their mother will have to sort out their status.

Thanks....it sounds like you are saying it depends on how closely the border agent follows the rules, but that she was supposed to apply for citizenship certificates. I also saw something about a "facilitation visa" but haven't been able to find the form for that.

My kids are Citizens thru their Dad, who was born in the US and we had to apply for their citizenship proof as well.
We did have one agent question us regarding them when we visited earlier this month (I have landed but not moved officially yet - we were going up for a visit) but that may have been because he could see on my information I had no dependents listed, but clearly two kids in the car. Which is because they are Canadian thru Dad, who thankfully was also along.

I think it'd go much better, specifically if you intend on saying they are moving, if Mom was the one, who I am assuming has papers of HER status versus you.
 
Thanks for your thoughts. Their mother is already in Winnipeg and won't be available to transport them. Yes, she has a citizenship card for herself, but I doubt she would send it to me, since she thinks it isn't necessary. I want my children to LEGALLY immigrate, so yes, I plan to tell the border guard that they are moving, and not just visiting.
