How long is a diving permit valid for? Also, out of curiosity as well, why does the government allow foreigners to drive on Canadian roads in the first instance, when later they must perform a practical driving test to obtain a license?

Is a theory and practical driving test both required or a practical driving test only?

If memory serves me right, you are from Australia so if you go to a province that has an exchange agreement with Australia, you would not have to take a test, just hand over your license and get a Canadian one.

As for the question why some people have to take a test, I think every country wants to know that the people who move there deserve their license according to their standards. Some countries have made reciprocal exchange agreements acknowledging each others standards and some haven't. In Canada it is up to each province and they don't all have exchange agreements with the same countries.

Depending on the province, you usually have 2-3 months to exchange your license.
