Driving Liecence in Ontario

Hi,

i received my work permit but officer missed the work allowed on the permit so I applied for the correction, I have no SIN number. I passed my G1 test but when I asked them to count my previous driving experience which is 15 years they saying that my liecence is not passing security checks, is it due to not having sin ? She said they can not explain more than this.
