Driving licence exchange agreement between Alberta and Republic of Ireland

Does anyone know when the mutual driving licence exchange agreement between Alberta and Republic of Ireland will be implemented?

I've been hearing about this potential agreement for over two years but still nothing has been implemented. BC, Ontario, Saskatchewan
and even Manitoba have this agreement in place already.

Anyone know what's happening?
