I have read many forums so far and as per my understanding, once the person enters into express entry pool, Ontario sends out NOI if that person gets lucky. Now, this NOI is send to candidates having a score of 400 and above. My question here is why does Ontario sends out NOI to people when its not even considering a score below ~ 433. I have read updates on Ontario website and it clearly mentions the CRS score needed to get OINP(which is more than 433 as of now). So, i just want to understanding the purpose of getting a NOI ?? I have also heard that few people get selected in lucky draw as well. Please help me understanding this process. Many thanks.
