Doubts in PNP

Hello everyone.. I have a few doubts about starting the PNP process itself.. It will be great if you can answer them individually..

1. I have not created an express entry profile as while I checked my CRS points on CIC, it shows 360. I know I would never receive an ITA with this score. Can I send my application to provinces individually for PNP?

2. I have a friend in Quebec and a second cousin in Alberta, friend in Ontario. All are PR residents. Do these provinces give points for friends/ relatives?

3. I have sent an Expression of Interest (EOI) to Manitoba and received an acknowledgment. It had a question that says "what are your links with Manitoba" and without selecting "I have friend in Manitoba" I could not proceed. So, I selected that option, but I don't have anybody in Manitoba. Will they reject my application later on?

4. After having sent an EOI to Manitoba, can I similarly send an EOI to other provinces after they open their PNP program in Jan 2016?

1. Regardless of your CRS score create your EE profile asap! BTW, Only Ontario uses your CRS score as a requirement for their EE PNP stream, other provinces have individual requirements that make you qualified as long as your in the EE pool. Saskatchewan is a very good province for people without close ties. They are closed for the year but should reopen in Jan.

2. No points for friends in most provinces (some do), but they can help you show intent to settle there as a connection to the province. They however give points for family

3. Yes, Manitoba requires a friend/relative that will be your sponsor, otherwise you are ineligible

4. Yes you can, but they will ask if you have applied to any other province and you have to declare. However, this should not materially impact your application to the other provinces
