Doubt about conditional acceptance

I read the below answer on quora and have a doubt about whether conditional acceptance is valid or not, and approx how man Universities accept it.
If you are an international student applying to Canada, you can apply for the September 2019 intake. However, this cannot happen after graduation. You will need to apply early as the admission process is longer than India, as Prabhiv has mentioned in her reply.

You need to apply before you graduate. One question that we often receive from students at Education Mural is how will an institution in Canada give admission even before graduation?

The institution will give provisional or conditional admission, and if you don’t pass your final exam and do not graduate, the offer of admission is rescinded.

So please tell whether it is possible or not.
I am currently in 6th semester, with 2 semesters to go, so can I apply

Universities don't accept conditional acceptances - they offer them.

You will need to research each individual university you are interested in attending to see their admissions requirements for students from your country. Some will accept interim marks and offer admissions conditional on you maintaining grades and passing courses. Others won't.
