Dominican boyfriend to Canada! Advice Please!

Hey! I'm in need of a little advice. I've been together with my boyfriend who is Dominican for the past year, I've been to DR 3 times now and I'm currently in DR (for the past 3 months). However I'm ready to go home, I love this country, it's beautiful with great culture but not a place that I like living in. We tried to get a tourist visa around May 26 or so and we got denied they said he didn't have enough funds but he is a student and doesn't have a job, he's dependent on his parents, and his travel history (he has his american visa and he's been to NY before). Anyways, we want to get married but we don't want the marriage to mess with going to Canada, would it be better for us to get married here in DR before we apply for the TRV or after we apply? or would it be better to get married in Canada? then once in Canada we will apply for the spouse class. Also are the visas good for 6 months no matter what or is it good for as long as you put the length of your stay on your application? Because we're planning on putting 15 days (it's hard for Dominicans to get visas so the longer the stay the harder) but on CIC it says to give the visa extension a month? I know it would be easier if I went back to Canada and we applied from there but we love each other and we don't want to be apart any longer.
If someone could give me advice it would be muchly appreciated!

You should join the group, Dominicano Spouses, on Facebook. Post your question there. This Group comprises of Canadian people who are in a relationship with Dominicans and have immigrated or are in the process of immigrating to Canada. Each have their own experience to share and I found them to be very helpful.

Since he has been refused a TRV once, they probably won't give him one. His situation would have to be different, or you would have to offer more proof. To get a TRV the applicant must prove he will leave Canada before the visa expires. Being married to a Canadian will be extra evidence that he doesn't plan to leave Canada. Proof you could offer would be evidence of a job, money in the bank, ownership of a house, an apartment lease. You said he doesn't have any of that. He is going to school, however, so provide proof he is enrolled in school, proof that he is on holidays now (a letter from the school stating he is on holiday until September, or whatever, would be good, if possible), and proof that he has paid for classes that start after his expected date of return from Canada.
My guess is the TRV will be denied, however.
If you want him with you in Canada as soon as possible, I suggest you get married now and apply for his PR visa. Include a lot of evidence that you have a genuine relationship - since you've been living with him and have visited several times, you should be able to get a lot of proof.
