Does the FBI mail police checks to Canadian addresses?

My fiance is going to get her fingerprints done in the next week and send in the police check application. We will be living in Canada while waiting for the Outland Application to go through. Will the FBI mail the results to a Canadian address once they are complete? (Assuming 12-16 weeks)

Yes, but the current processing time is ~ 14 weeks.

For a short time, CIC was accepting FBI Identity History Summary letters issued from FBI approved Channelers (which get the same results in about a week), but they have already pulled the plug on them (only lasted from early mid-January to early March this year). It's too bad, because even though the Channelers would only mail the letter to a U.S. address, it could be sent to a friend or family member who would then forward it to Canada.

Why on earth did CIC pull the plug on this? They know how long the FBI wait is?!?!?!
