I need serious help
cic is asking me to provide police clearance certificate of atlanta Georgia usa
I have provided FBI but I think they are asking for city which I live
I was living in atlanata and it is in Georgia
so if I provide pcc of Georgia is it ok
it is impossible to get atlanata pcc

Have you tried calling the PD and asking? On the site they say they do background checks but I think that's just a state background check anyways. I am sure they can clarify it if you ask.
