Does processing of one person varies to anoda person?

Hello,please will like to have more clerification on this...last 2month I checked canada processing time for study permit in Nigeria it was 14weeks,while dis month I checked again is now 20weeks,pls does it mean is applicable for those dat av submitted 2month ago or for the new applicant,and do canada immigration do bear d school resumption date in mind so as to know wen to give verdict. Thank u

Immigration do not take any account of any start dates, applications are processed simply on a sequential basis, first in first out, unless there are any issues to be resolved which take longer to process. Processing times are guidance only and do not think there is any sure way to know how or whether applications are prioritised or not should those times change post application.
