I remember a certain applicant having received his approval confirmation over a phone call 1 week before I called them to confirm my application approval, same VO. medical results are usually submitted electronically, provided the medical center you are visiting has that option. CIC will access those records electronically. I have applied through express entry, federal skilled worker and did not send medical exam directly to CIC. I sent them just the confirmation along with the rest of my files. it was in June 2017I am very sorry I don't have an answer to your question.
