Does my wife need to get an ECA & take IELTS if we don't need the points?

I'm going to create my profile with ~405 points in a couple months. Presumably, that will be enough for OINP and subsequently EE.

Would there be any need for my wife to get an ECA and take the IELTS? Is it obligatory at any point or can we avoid the time and expense required to get them?

Not at all. Maybe a language test is required when you both apply for Citizenship, not sure thou.

If adding you wife's ECA and good score at IELTS can take your points above 450 it is worth doing it.

Also try and work out the scenario where your wife is the primary applicant and you are the accompanying spouse and see if this takes her score above 450.

Theoretically For OINP anything >400 is sufficient, but do remember, if your birthday falls while your nomination process isn't complete, you'll go below the water level, and OINP may decide to withdraw your candidature even before they nominate you.

Coming to ITA, i don't think 405 is sufficient enough to get you an ITA anytime this year (although nobody can predict this, but looking at the current trends, it seems unlikely, in fact probability is not high even next year)

So IMO, it would be beneficial for you both to go for your wife's IELTS & ECA, which will accrue you additional points to be comfortable enough for OINP and much better placed for ITA as well.

Also looking at the future...if all goes well, and the process gets completed within 2years, it will also help her either with her further studies/job there in Canada.

A: What matters is completion aka certification...attempts don't matter. They are not hiring you, they are assessing you for immigration.
