Does my husband need a visa to get his permanent residence ?

Hello everyone!
my husband received "ready for visa final instruction" letter! He has a German passport and is a German citizen. I followed a link on the letter and it said that he doesn't have to send in his passport/ does not require a visa to enter Canada, but I just wanted to ask here on the forum just incase. As a German citizen, does he need to send in his passport to receive his permanent residence ??

Okay. Since he doesn't send in his passport does he need to apply for an eTA?

No. He will automatically receive an eTA.
