Does my employer have to pay for the LMIA processing fee if I am a EE candidate?

I am wondering if I read it correctly:

In addition, the processing fee does not apply to:

• employers choosing only to support a foreign national's application for a permanent resident visa

Does it mean if I am already in the pool (but have not enough points), my employer does not have to pay for the fee ($1000)?
