Does it hurt if H1B refused under 221g ?

Hi All,

If you have a visa refusal for H1B under section 221g (Pending receipt of additional documentation or information),
does it hurt during the application process anywhere for OINP or normal EE process ?
At least for the OINP or EE registration I did not see any section in the form asking previous VISA issues.
Or this question will appear in the later stages after the ITA ?
