If the FBI is not able to run history report(Police Certificate for U.S.A) because the finger prints were not clear enough? Does it still charge the fee to our credit card?

Yes, they charge as FBI started the processing of your fingerprint card.

Wow, this is new news for me, I always thought that if the card is charged means that finger prints are good and accepted. now with this reply, my question is - how am I supposed to know whether the finger prints were good and accepted or whether those were bad and rejected? plz advise. thanks.

Once your card has been charged, you can call them to know the status after 4-5 days.

Call or email them after 3-4 days of your CC getting charged. They will let you know.
