Google the embassy’s office and look up hours. Usually it is Christmas, Boxing Day and New Years as statutory holidays. So permits will still be processed.

No Christmas and then Boxing Day (Dec. 26) are considered statuatory holidays but check with your local embassy. If Christmas/Boxing Day falls on a weekend, then offices most likely are closed on the Monday and Tuesday. Sometimes hours are reduced over the holidays too.

Pretty sure most Canadian officers will be spending last weeks on Christmas on breaks, minimal working capacity.
