Does ECAS status change to anything after "Decision Made" ?

COMPLETE , I guess once you do Landing and get PR Card .

Not sure but this is what shows in CIC site.

When you land.

PR application process doesn't care about PR Card, that is a different process altogether.

PR Card section appears after the COMPLETE status appears.
