Does Duolingo Test Count as test from a designated testing agency?

I am applying for a study permit to Canada. The application form asks me "Have you taken a test from a designated testing agency to assess your proficiency in English?" I have not taken IELTS, but I did take the Duolingo Test which is what I used to apply. Does Duolingo count as a designated testing agency? In case it doesn't, do I need to mention in my Letter of Explanation that I have taken a proficiency test, just not IELTS, or should I just let it be?

Duolingo is not accepted by IRCC so do not mention in your application. FYI, it is always a good idea to take IELTS. It is required under SDS.
